This project began as a conversation between the University of Edinburgh, Jacobs, the City of Edinburgh Council and Sustrans around how to improve design, monitoring, evaluation and future adaptation of the Open Streets initiative using new and innovative approaches to data. The purpose of the first phase of the project was to create a roadmap and collection of resources for data-informed and community-centred decision-making about changes to public space, with an emphasis on the use of digital engagement methods for community and citizen participation. The purpose of the second phase was to test some of the first phase's findings in a practical situation to provide valuable data-driven insights about the recent Spaces for People temporary street intervention measures, whilst exploring alternative ways to gather data through novel evaluation methods.
The first phase of the Open Streets project took place from March-July 2020. Due to the Covid-19 pandemic, the first phase was limited to desk research. It delivered a framework for understanding different stages of a public space transformation process and identifying key types of data that can inform decision-making throughout the process. The framework was accompanied by a compilation of case studies exploring what this could look like in different cities. We hope that this framework can be used as an initial guide to help leaders and planners design and evaluate how they plan for and use data to guide decisions that encompass the complexity of infrastructure, people and the continuously changing nature of public space.
The second phase took place from July-December 2020. It piloted and combined use of different novel monitoring and evaluation methods for public realm interventions to the built environment, including use of sentiment analysis and cycle hire spatial data analysis in combination with qualitative surveys. In this way, it tested in practice key ideas from the first phase report, 'Improving the use of data in decision-making in the transformation of public space’.
The second phase of work had three goals:
• Test at least two novel M&E methods as a proof-of-concept which Jacobs can use to develop their thinking around a potential service offering in digital public perception analysis and data-driven public realm design.
• Feed into active, ongoing public sector built environment implementation projects in Edinburgh, by sharing this insight with City of Edinburgh Council (relating to the Spaces for People scheme, City Mobility Plan and City Centre Transformation) and Jacobs.
• Feed back insights from the work with data-providing partners such as Serco (for example, by providing operational insights around cycle route/number data affected by schemes such as this to feed into their management of the Edinburgh Just Eat cycle hire scheme).
In particular, the second phase used this mix of sentiment analysis, cycle hire data analysis and a qualitative survey to generate insights about the impact of the Edinburgh Spaces for People scheme. Whist more in-depth use of these methods (requiring more time and resource) would be required for more robust insights, this pilot and initial findings demonstrated the value and potential for using different types of data analysis in complementary ways, and how these can together create a more holistic understanding of changes to public space and the impact they have on people and place.
"A Chartered Landscape Architect and Urban Designer, I lead the Smart Places workstream at the Edinburgh Futures Institute. When originally designing the project proposal it was important to combine an inclusive participatory approach to working with local businesses and stakeholders, whilst also exploring where novel digital engagement tools might help us reach a diverse range of people and navigate the challenges of placemaking safely during a pandemic. "New Practice is an architectural practice. The pandemic has compounded long running challenges for local economies and radically changed how we all relate to local places. As a practice committed to place-based development, it is critical that post-Covid recovery focusses not only on economic outcomes, but also on revitalising high streets as critical spaces for the generation of local identity and connection.Over the course of the pandemic, we’ve worked hard to ensure that the voices of communities and local stakeholders remain central to decision making processes. The aim of these events is to open up new conversations and connections between university researchers, industry practitioners and local people, to share knowledge and create a network of people working to improve local places using either community engagement and/or data/tech approaches. We also hope they will start to identify what some key built environment challenges of mutual interest might be for people across Edinburgh. This will feed into EFI’s work longer term, with discussions, connections and thinking all acting as a pre-cursor to a series of in-person physical events and Smart Places exhibition and conference which we hope can take place later in the year.
In the shorter term, the Smart Places work has directly led to a new, Scottish Funding Council funded project called 'The Future of the High Street' which was developed based on the challenges identified via these discussions and events. As we consider the way forward into a changed and changing world, EFI seeks to put research, education and engagement in the service of the wider community and to support recovery and regeneration. The Smart Places initiative will contribute to conversations and activities in core sectors linked to the Data-Driven Innovation and City Region Deal contribution including creative industries; tourism and festivals; financial services/fintech; public services/data civics; future infrastructure; and ethics of data and AI.
